In the fight against pollution, smaller cities are often over-looked. While these cities play a vital role in national economic development in many countries, their communities regularly suffer the consequences of extensive pollution and environmental degradation.

This is not only because of the negligence towards pollution, but also because smaller cities are often neglected in overall national and international development planning. On their own, these cities also lack the ability and capacity to generate and efficiently use local financial resources. Therefore, strong and effective administrative infrastructure is rare and adequately trained technical staff is seldom available.
