1st Regional Course Instructor Workshop, 26-30 September 2011, Bangkok, Thailand
The 1st Regional Course Instructor Workshop (T4CA CIW) was the first activity aiming at bringing structured course delivery practices and standards to a group of professional from Asia in the framework of the ASEAN-German Technical Cooperation project on “Clean Air for Smaller Cities in the ASEAN Region”. The workshop took place on 26-30 September 2011. The main purpose of the workshop was to introduce the standardized training development methodology “TRAIN-X” used to develop high-quality material-dependent training packages in many different fields to a group of professionals with expertise in the Clean Air field. Fourteen participants attended the workshop from all over Asia, with a strong Thai contingent. The participants came from a mix of background, including government officials, university lecturers, NGO staff and GIZ project staff, from India, Indonesia, Lao PDR, the Philippines and Thailand. The workshop came as a follow-up activity to the development of standardized training packages in the field of clean air for smaller cities initiated by the project in December 2009.
Stakeholder Consultation Workshop on the Draft Preliminary Clean Air Plan (CAP) for Chiang Mai, 15 September 2011, Thailand
The project has completed the draft preliminary clean air plan (CAP) for Chiang Mai Municipality since August 2011. It describes a set of measures to improve air quality in Chiang Mai Municipality, Thailand’s second largest city. The measures are proposed to be implemented over a three year period (commencing FY 2011/2012). It is a Preliminary CAP because currently there only is a limited knowledge of the pollution load in various parts of the city. Also, the proposed measures are needed to be consulted and agreed by the municipality and its stakeholder organizations. In so doing, the project organised the stakeholder consultation workshop on 15th September 2011 in Chiang Mai. About 30 participants from the CAP’s technical team and an officer from relevant organizations participated in the workshop. The workshop enabled the participants to elaborate the proposed measures of CAP. The participants also identified immediate actions that they would undertake to ensure that the CAP is sustainably managed. Experts from the Pollution Control Department, the Chiang Mai University, the transport consultants (Mr. Phillip Sayeg and Mr. Paul Williams) served as resource persons.
Chiang Mai University Expert for the Elaboration of an Emission Inventory and delivery of a MOBILEV Training in Palembang, 12-15 September 2011, Indonesia
In Indonesia, one of the selected cities is Palembang in the South Sumatra Province. In order to identify the baseline for the establishment of a Clean Air Plan for Palembang, information on emissions within the city boundary needs to be gathered. The Clean Air Plan (CAP) for Palembang will be developed based on the emission inventory (EI) data. Currently, the city of Palembang has never conducted an emission inventory, and therefore with the support of the project, an emission inventory team from the University of Sriwijaya Palembang (UNSRI) will be established to elaborate and conduct an emission inventory for Palembang and the information from the activity is to be used as part of a broader air quality management program in Palembang. In order to enhance the technical capacity of the emission inventory team in Palembang, a transfer of knowledge from Chiang Mai, Thailand that has already conducted an emission inventory is considered to be important. The University of Chiang Mai as the key conductor of the emission inventory in Chiang Mai is the major source of information for exchanging experience regarding the elaboration of an EI. Besides sharing the information on EI activities, the resource person (Mr. Sirichai Koonaphapdeelert) also delivered a comprehensive training on the usage of “MOBILEV” to UNSRI for its utilization in the emission inventory development and conduction. The EI mission took place at UNSRI on 12-15 September 2011.
The 1st Technical Team Meeting for Vientiane Clean Air Plan (CAP), 12 August 2011, Lao P.D.R.
The road map for Vientiane clean air plan (CAP) has been developed since 2009. It was then proposed and discussed among the national and other stakeholders in Vientiane in 2010. Following our Road Map, the Department of Public Work and Transport (DPWT) of Vientiane is now appointing a technical team for the project implementation. The technical team shall support and collaborate with the experts in carrying out the following activities;e.g. air quality monitoring, emissions inventory development and update, transport planning, public participation and stakeholder mobilization, public relations and communication. Recently, the 1st Technical team was held on 12 August 2011, at the conference room of DPWT. About 25 participants attended the meeting. As a result of this meeting, the technical team agreed to assist and support the elaboralation of studies such as a public transport review and air quality monitoring, which are to be led by the regional and international consultants.
The 9th Meeting of the ASEAN Working Group on Environmentally Sustainable Cities (AWGESC), 2-3 May 2011, Myanmar The project team, led by Project Director Mr. Roland Haas, participated in the 9th Meeting of the ASEAN Working Group on Environmentally Sustainable Cities (AWGESC) that took place in Yangon, Myanmar on 2-3 May 2011. The team presented the project progress of each participating country (Cambodia, Indonesia, Lao PDR, Malaysia, Philippines, Thailand, and Vietnam). In parallel to the project activities in the participating cities, the project presented the progress in the development of five training courses for Clean Air in Smaller Cities. Indonesian National Workshop on “Clean Air for Smaller Cities in the ASEAN Region”, 21 April 2011, Indonesia
The project in collaboration with the Indonesian Ministry of Environment and the Association of Indonesia’s Municipalities (APEKSI) organised the national workshop on “Clean Air for Smaller Cities in the ASEAN Region” on 21 April 2011 in Jakarta. About hundred twenty participants from smaller cities, universities, municipal leagues, private companies, and NGOs joined this event.
As pilot cities, the Mayors from Palembang and Surakarta Cities presented a status of air quality management. The participants were informed of the project’s progress and joined a discussion forum on elements of a clean air plan, best practices, reasons for air quality in smaller cities and ways forward.The programme of workshop is available here!.
Signing Ceremony of Letter of Agreement on Implementation of Clean Air for Smaller Cities in the ASEAN Region in Lao PDR, 1 st March 2011, Vientiane
On 1st March, the project signed Letter of Agreement with the Vientiane Public Works and Transport Department to develop and implement the Clean Air Plan of Vientiane Capital, as part of 11 participating cities in the ASEAN Region.

In his remarks, Deputy Director General of the department, Mr. Nouanta Hompathoum, said that such a project will stimulate efforts to make Vientiane a pleasant city based on six standards- Cleanliness, Green surroundings, Good lighting, Charm, Security and Civilisation. The project was reported in various language newspapers such as Vientiane Times (English), Vientiane Mai Newspaper (Laos), and Le Renovateur (French).
Nakhon Ratchasima Clean Air Goals Setting Workshop, 19 January 2011, Thailand
On 19 January 2011, the City of Nakhon Ratchasima (Korat) organized the Clean Air Goals Setting Workshop. This workshop was one of key activities under the Road Map towards the Clean Air Plan. The purpose of workshop was to set up the goals for Clean Air Plan of the city. GIZ contracted the Korat Community Foundation as the workshop moderator. Nakhon Ratchasima Mayor Surawut Cherdchai chaired the workshop. He reiterated that Korat Citizen need to be concerned on the adverse impacts from air pollution. It is time to start the process to develop the Clean Air Plan.
About 60 people from various groups of stakeholders e.g. Suranaree Technology University, community leaders, provincial environmental office, local government units, participated in the goals setting process
BAQ 2010’s Side-Event on Clean Air for Smaller Cities in the ASEAN Region, 8 November 2010, Singapore
The Clean Air Initiative for Asia (CAI-Asia) organises the Better Air Quality Conference (BAQ) on November 9-11, 2010 in Singapore. The project takes advantage of this opportunity to arrange for a half-day project Side-Event on November 8, 2010 at the Rendezvous Hotel, Singapore.

Thai National Workshop on Clean Air for Smaller Cities, 26 August 2010, Bangkok
The workshop was co-organized by the Project and the Pollution Control Department (PCD). About 120 executive officers and municipal politicians, relevant national agencies, international organizations and donors joined the event. In the workshop, participants were informed of the project’s progress and joined a discussion forum on immediate results, project impacts, and determination of the best ways to disseminate findings and experiences. Stakeholders Consultation Meeting on Road Map towards a Clean Air Plan of the City of Phnom Penh, 6 July 2010, Cambodia
The meeting will be held at the Phnom Penh City Governor Office on 6 July. The meeting participants are from city’s departments and national government’s departments. The meeting is a forum for participants and the project team to discuss the findings and recommendations from the draft Road Map towards a Phnom Penh Clean Air Plan (CAP). The results of meeting will lead to the design of a project implementation arrangement from year 2010 to 2012.
Roundtable #2 Vision and Goals for Chiang Mai Clean Air Plan, 15 June 2010, Thailand
The project and the City of Chiang Mai jointly organized the roundtable meeting on 15 June, at the Chiang Mai Orchid Hotel. About 200 participants from stakeholder organizations and a general public joined the meeting. The meeting aimed to refine the vision statement and proposed goals for Chiang Mai Clean Air Plan, which it was developed by the interested groups at earlier in January and February 2010. Air Quality Monitoring Review Mission, 6-14 May 2010, Thailand
The Clean Air for Smaller Cities in the ASEAN Region project contracted an expert from the Senate (City) of Berlin, to assess possibilities to refine the ambient air quality monitoring capacities for the cities of Chiang Mai and Nakon Ratchasima (Korat) in Thailand. This mission is one of the activities under the Road Map towards Clean Air Plans for both cities. Since the Road Map for Vientiane in Lao PDR has also been prepared. (It was only logical to invite also representatives from Vientiane to this event.
The mission was concluded at a one-day workshop, hosted by the Pollution Control Department (PCD) on 14 May 2010. Experiences on air quality monitoring were exchanged with experts from Thailand and Laos. With a clear focus on smaller cities, issues like equipment alternatives (e.g. automated monitoring stations versus passive samplers), selection of monitoring sites, interpretation of data and quality assurance were discussed. A guideline for appropriate air quality monitoring action for smaller cities and practical recommendations for Korat and Chiang Mai were one of the outcomes of the workshop.

Road Map Development Mission in Cagayan De Oro City, 27-29 April 2010, Philippines
A Road Map Mission, comprising Roland Haas (Principal Advisor/Programme Director), Philip Sayeg (Transport Consultant), Glynda Bathan (Policy and Partnership Manager, CAI-Asia Center), took place in Cagayan De Oro on 28 and 29 April 2010. As in other cities before, the required steps to establish a Clean Air Plan (CAP) need to be defined and agreed upon. The Road Map report describes key activities which lead to a sound but practical CAP for the City. Those may include refinements on air quality monitoring, the establishment of a preliminary emission inventory, immediate actions for improvements of the traffic situation etc.
Ms. Telly Sagaral, Director of Cagayan de Oro City Planning Department and her colleagues perfectly prepared the mission. On at least two occasions the Mission team will meet the Mayor.

Training Needs Assessment Workshop, 8-9 February 2010, Pollution Control Department, Bangkok, Thailand
The Training Needs Assessment workshop is a follow-up to the 1st Regional Course Developer Workshop organized in the framework of the project in December 2009, which allowed participants to define desirable training objectives and likely target population for the project training actions. In the next step, the project aims to facilitate the course development stage by identifying the main AQM-related problems faced by cities in the ASEAN region context and start developing appropriate training solutions. Roundtable #1 on Vision Development for Chiang Mai Clean Air Plan, 27 January 2010, Chiang Mai Province, Thailand
The project introduced a series of activities for development of vision and goals of Chiang Mai's Clean Air Plan to the City of Chiang Mai. Activities are designed base on public participation principal as well as stakeholder involvement approach. The series of events will be organized with joint sponsorship by the Chiang Mai City and the Project. Roundtable # 1 was the first event which was a project kick-off toward wide ranges of stakeholder groups e.g. universities, civil society, NGOs, local government units, private sector and associations.
The purpose of this roundtable # 1 was to develop the common vision for Chiang Mai's Clean Air Plan in a way that review existing vision of Chiang Mai province and City of Chiang Mai, which have been developed under the provincial and municipality development plans and to further define the visions with relations to the city’s air quality and living conditions. The other two events were scheduled on 15-16 February and mid-April 2010 respectively.
Regional Course Developer Workshop Focusing on Air Quality Management for Smaller Cities in the ASEAN Region, 30th November to 4th December 2009, Asian Institute of Technology, Thailand
The project organises a 5-day Course Developer Workshop for professionals in the field of air pollution and related topics with the perspective to be contracted as free-lance course developer by the project afterwards. The workshop aims to prepare the participants to apply the methodology in developing new courses or to adapt the existing courses to the standardised methodology and approach to training.
